India Energy Stack: Centre Sets Digital Vision for Power Sector Transformation

In a bold step towards modernizing India’s power infrastructure, the Ministry of Power has announced the formation of a dedicated task force to conceptualize the India Energy Stack (IES) — a revolutionary digital initiative designed to serve as the backbone of a unified, secure, and interoperable digital infrastructure for the country’s energy sector.

Powering a $5 Trillion Economy with Digital Innovation

As India progresses towards its ambitious target of becoming a $5 trillion economy and fulfilling its Net Zero commitments, the power sector is undergoing a massive transformation. The rapid expansion of renewable energy sources, the rise of electric mobility, and growing consumer participation in energy markets present immense opportunities. However, the sector also grapples with persistent challenges — particularly fragmented digital systems and the absence of a common data-sharing framework.

To overcome these hurdles, the Ministry of Power is reimagining the sector’s digital core with the India Energy Stack — a Digital Public Infrastructure (DPI) envisioned to standardize, secure, and streamline operations across the electricity value chain.


What is the India Energy Stack?

The India Energy Stack aims to become a foundational technology layer for the power sector, much like Aadhaar for identity and UPI for digital payments. It will facilitate:

  • Unique IDs for consumers, assets, and energy transactions
  • Consent-based, real-time data sharing to ensure privacy and transparency
  • Open APIs enabling seamless integration between systems
  • Digital tools to enhance consumer empowerment, promote market access, and foster innovation

This digital backbone will allow stakeholders — from utilities and regulators to end consumers — to operate with greater efficiency, transparency, and intelligence.


Minister’s Vision for a Digital Power Ecosystem

Addressing the importance of this initiative, Shri Manohar Lal Khattar, Hon’ble Minister for Power, emphasized:

“There is an urgent need for developing robust Digital Public Infrastructure in the power sector to manage the country’s rising demand, ensure grid stability, and empower consumers. DPI, such as India Energy Stack (IES), will play a vital role in integrating renewable energy, enhancing DISCOM efficiency, and delivering transparent, reliable, and future-ready power services. What Aadhaar did for identity and UPI achieved for digital payments, the India Energy Stack will accomplish for the power sector — unlocking seamless, secure, and consumer-centric energy services for every citizen.”


From Vision to Execution: Real-World Pilots and Task Force

To translate this vision into action, the Ministry will launch a 12-month Proof of Concept (PoC) phase. This includes piloting the Utility Intelligence Platform (UIP) — a modular, analytics-driven tool built on IES — in collaboration with selected utilities. The UIP will provide real-time insights for utilities, empower policymakers with smarter data, and enhance energy efficiency at all levels.

The IES PoC will be tested across key regions including Mumbai, Gujarat, and Delhi, and will include real-world applications to validate its utility and scalability.

To steer the initiative, the Ministry has established a high-level Task Force comprising leading experts from the fields of energy, technology, and regulation. This team will guide the development, implementation, and national rollout strategy for IES.


Key Expected Outcomes:

  • Release of the India Energy Stack White Paper for public consultation
  • Pilot testing of the Utility Intelligence Platform in selected DISCOMs
  • Development of a national roadmap for full-scale implementation of IES

The India Energy Stack is poised to reshape how energy is produced, distributed, consumed, and monitored in India. With a strong focus on transparency, efficiency, and consumer empowerment, it represents a critical leap toward a smarter, greener, and digitally integrated power sector.

As the world watches India’s energy transition, the India Energy Stack could become a global benchmark for how digital infrastructure can drive sustainable and inclusive growth in the power sector.
